A drone reportedly attacked a former Ukrtelecom building in Luhansk, which currently houses the operator Lugakom and the Center for Telecommunication Services. The attack occurred at night, according to monitoring resources.

Ukrtelecom is Ukraine's largest fixed-line operator. In April 2014, the company reported communication issues when Russian militants seized cities in Donetsk and Luhansk regions. In April 2017, Ukrtelecom stated it no longer provides services in the uncontrolled territory of Luhansk Oblast.
