Kharkiv Mayor Terekhov identified corruption and poor treatment of citizens as two key problems within the work of the Territorial Recruitment Centers (TCCs). He stated that some TCC employees are being caught taking bribes to exempt individuals from mobilization, and highlighted instances of harsh treatment during mobilization efforts.

According to Terekhov, these situations negatively impact public trust in the Armed Forces of Ukraine (AFU), a sentiment echoed by soldiers on the front lines.
