Lithuania has delivered two protest notes to a representative of the Russian embassy, citing a large-scale Russian attack on Ukraine on September 28 and a sabotage incident in Tallinn, Estonia, on August 15, for which Russia is blamed. Lithuania stated that it and its allies would respond decisively to Russian attacks or other actions violating international law, including sabotage and cyberattacks.

On August 15, a building used by defense company Milrem Robotics, which manufactures THeMIS unmanned tracked vehicles supplied to Ukraine, caught fire in Estonia. Estonian Prime Minister Kaja Kallas stated that law enforcement was investigating Russia's possible involvement in the fire, and later reported that Russian special services had organized the arson.
