A Telegram channel reported that oil storage tanks at the Novoshakhtinsk plant's oil terminal in Rostov-on-Don were ablaze following an attack on October 10. The report included imagery of the fire.

The governor of Ryazan Oblast reportedly stated that the incident was a Ukrainian attack on an oil refinery, a more direct accusation than Russian authorities typically make in such situations. Schools in two districts of Ryazan were canceled.
