A Russian strike on an administrative building in Odesa reportedly injured ten people, including two rescuers. Shortly after the initial attack, Russian forces reportedly struck again while rescuers and other emergency services were operating at the scene.

The second strike occurred some time after the first, targeting the area where emergency services were working.
