South Korea received apologies from Ukraine, but they did not meet Seoul's expectations, stated Foreign Minister Cho Hyun on Tuesday. He noted that Seoul is considering "decisive measures," including the possible recall of its ambassador from Ukraine. South Korea demanded apologies and explanations after Ukrainian President Zelensky released information about Seoul's transfer of two North Korean prisoners of war who fought for Russia. They arrived in South Korea in September.

The North Korean prisoners of war had been fighting on the side of Russia and arrived in South Korea in September.
