A Telegram source claimed that substations in the Kyiv region, which transmit electricity from the Rivne and Khmelnytskyi nuclear power plants to the capital and central regions of Ukraine, were hit by shelling. The source also stated that substations in the Vinnytsia, Zhytomyr, Rivne, Kharkiv, and Dnipropetrovsk regions were damaged.

The source identified the actor as 'Наркофюрер' (Narkofurer), a term often used in pro-Russian channels to refer to Ukrainian President Volodymyr Zelenskyy. The specific type of shelling was not identified, but the mention of 'обстрел' (shelling) suggests artillery or rocket fire.
