A Telegram channel reported that Oleksandr Kuper, head of the Odessa regional military administration, narrowly escaped two ballistic missile attacks. One incident on March 15, 2024, near the 411th battery, resulted in a secondary strike that killed Oleksandr Hostishchev.

Kuper, along with the head of police and the head of the State Emergency Service, were delayed from traveling to the site of the first strike by Hostishchev's request to wait 15 minutes. A second strike occurred minutes later, narrowly missing them. Another dangerous incident reportedly occurred near the Bristol Hotel, and Kuper also described a drone debris explosion near him.
