Ukraine's National Anti-Corruption Bureau (NABU) and Specialized Anti-Corruption Prosecutor's Office (SAPO) announced the launch of Operation Carthage on September 4, aimed at dismantling fraudulent call centers. Searches were conducted at the residence of Prosecutor General Kravchenko. Kravchenko initially stated he would not resign but later announced a "conscious political" decision to step down after meeting with the president.

Despite Kravchenko's announcement, the president's submission for his dismissal to parliament had not been received by September 14. On that morning, Kravchenko released a video statement accusing the director of NABU and an individual close to the head of SAPO. The report suggests Kravchenko secured guarantees of safety and permission to travel abroad on a fake business trip.
