Ukraine has reportedly struck 51% of Russia's oil refining capacity, according to the Ukrainian Ministry of Defense. The ministry stated that these strikes are aimed at crippling Russia's military machine and weakening its military-economic potential. The Minister of Defense of Ukraine, Yevhen Khmara, claimed that hitting 51% of refining capacity is a significant blow to the enemy's economy and its ability to wage war and supply its troops.
Independent confirmation of this information is lacking. In late August, an analyst from the American company S&P Global, Debnil Choudhury, told The New York Times that Ukrainian strikes had "affected" 40% of Russian oil refining capacity.
