Ukraine's Foreign Minister Andriy Sybiha stated that Russia is the sole obstacle to evacuating civilians from the occupied city of Oleshky in the Kherson region. He accused Russia of deliberately creating a humanitarian catastrophe by blocking access to food, medicine, and humanitarian aid.

Sybiha further reported that Russian FPV drones are targeting civilians in the streets of Oleshky, a city where the population has dwindled from approximately 24,000 before the war to about 2,000, including 50 children. The city currently lacks electricity and gas.
