A Telegram channel reported that Ukraine successfully attacked oil refineries in Ufa and Samara on September 21. Eyewitness videos and photos showed a fire at the Bashneft-UNPZ facility in Ufa, and the Ukrainian General Staff confirmed strikes on refineries in Samara and Ufa.

The Ukrainian General Staff stated that "the targeting of such facilities is Ukraine's exercise of its inherent right to self-defense in accordance with Article 51 of the UN Charter and is aimed at reducing the military-economic potential of the Russian Federation." Both attacks occurred ahead of anticipated talks in New York between Volodymyr Zelensky and Donald Trump, which are expected to address an energy truce between Russia and Ukraine.
