The General Staff of Ukraine reported that three Russian plants involved in missile production were struck on the night of September 25. The affected facilities include the NVК "Iskra Plant" in Ulyanovsk, which produces components for radio-electronic equipment and guided missiles, the "Yefremov Synthetic Rubber Plant" in Tula Oblast, and the "Voronezhsynthesis-Kauchuk" in Voronezh Oblast, both reportedly involved in producing fuel for ballistic missiles.

The "Iskra Plant" is noted for its role in producing components for the Kh-59M2/M2A guided air missile and the 72V6 combat vehicle of the Pantsir-S1 air defense system. The Tula and Voronezh plants are said to be involved in the production of solid rocket fuel for Iskander operational-tactical missile systems.
