A U.N.-commissioned panel of human rights experts stated Thursday there are "reasonable grounds" to believe the U.S. committed war crimes during two strikes in Iran that resulted in the deaths of at least 178 civilians.

The panel's findings suggest a potential violation of international humanitarian law.
