US Secretary of State Rubio stated that diplomatic negotiations to end the Russia-Ukraine war are currently "unachievable." He acknowledged that diplomatic efforts are failing as Russia demands full control over Donbas, which Ukraine rejects.

Rubio added that there are clear signs of Russia intending to exploit the approaching winter to destroy Ukraine's power grid and force its capitulation. He also mentioned Ukraine has enhanced its capability for long-range strikes deep into Russian territory.
