Ukrainian President Zelensky stated in an interview with the Financial Times that Russian President Putin has ordered his military to operate without any rules, citing Ukrainian intelligence. Zelensky made the statement from a school shelter in Kyiv's Solomianskyi district, where children and teachers were hiding during a recent drone attack.

Zelensky told the FT that Russian strikes are intended not only to destroy infrastructure but also to intimidate people through constant bombings. He claimed that Putin has ordered the military to remove any restrictions that regulated previous air operations.
