Ukrainian intelligence received information that Russian President Vladimir Putin ordered the removal of any restrictions on attacks against Ukraine, stating that "there are now no rules," according to Ukrainian President Volodymyr Zelensky in an interview with the Financial Times. Ukrainian special services reportedly obtained this information after intercepting Kremlin officials' conversations.

Zelensky stated that while previously the main targets were energy and military facilities, Russian drones are now increasingly attacking schools, hospitals, telecommunication objects, and data centers.
